Churning Earth KD in HM?

This skill doesn't KD in HM. Is this a bug? Or is it that in HM, the foes 33% IMS is considered by game mechanics to be NORMAL speed? HM Foes just flea from it (like most AoE scatter spells) & NEVER EVER KD.
If 33% IMS in HM is considered NORMAL Speed, then IMO the 2nd line of the Skill description should be changed to: "Any foe affected by a non-environmental speed buff when struck Churning Earth is knocked down"
Actual Skill Description:
Spell. Create Churning Earth at target foe's location. For the next 5 seconds, Churning Earth strikes foes near that location for 10...34...40 earth damage each second. Any foe moving faster than normal when struck by Churning Earth is knocked down.

. Simply put, foes moving faster in hard mode than foes in NM is 'normal'

well the +%ims is inherant in HM, so churning by definition wouldnt kd becuz thats how fast the foes normaly move in HM becuz it isnt a speed buff, its a stronger/faster foe by nature eg. level.

Are you sure they're just not running out of it before they get hit with the damage? I mean if they run out inbetween the second-delay of each hit of damage, then they won't get KDed

it's possible to run out of it, I can run out of it in urgoz under Essence just fine. It does KD if you get hit with it, but I'm pretty good at timing it.
Pretty much they kite when hit by the second round...so the instant the feel that second AoE damage they scatter, and make it out because they're moving fast enough and react fast enough.

Uhmmm... according to both wikis, it already causes kd in HM

Been a while since I played my Earth ele in HM to notice, but last time I did they were definitely getting knocked down. I did also have Unsteady Ground on the bar, but I'm almost positive they were both working. Can't get in-game right now to test, though.
Are you sure they're not just running out of it in-between the bursts? If they're standing still for the first shot of it, then run out by the second, they wouldn't ever be knocked down.

You are describing a bug. How did you test it ?
If you are using Churning Earth on moving (or not moving) foes, most of time they will get out of range before the first conditionnal KD would apply (1 sec after casting) due to HM AI.

Just tested it in Nightfall and it causes KD on HM foes like it always has.
