Basically, back when GW was still pretty new, when you salvaged, you could get anything (materials or hilts). For some reason, if you salvaged a staff that didn't have any mods, you could end up with a staff wrapping of... nothing.
But yes, its very valuable because there is no way to get them anymore.

I wouldn't be surprised if you got a decent chunk of cash for it. People like to collect those old things like -50 health Major runes and all that.
