Does ias really affect the total damage over time? Or it's just an eye thing.

It does affect it, but it depends on which bow you're using.
It affects a hornbow more than a flatbow or shortbow.

IAS affects Barrage because attack skills with no listed activation time use the weapon's attack rate. See here.

I don't see why using Barrage would make it any different to how any other attack works.

I'd like an answer to this question too, as the refire rate starts as soon as the skill starts recharging, so I'm pretty sure an IAS doesn't affect it, but this would be an interesting answer ;p

Well, the actually damage boast from barrage won't be much different. Barrages recharge rate will be the same and you will still fire on recharge, but you'll be able to fire it ever so slightly faster.
The benefit to your DPS really comes from the ability to fire one or two more shots in between the time barrage is recharging.
IASs always help, but they do help certain builds/classes more then others (warriors and deverishes).

You fire an arrow once ever 2 seconds with Flatbow and Shortbow, once every 2.4 seconds with Longbow and Recurve, and once every 2.8(?) seconds with a Hornbow. If you are using an IAS you will be firing the bow faster than that. Since the recharge time for Barrage is only 1 second, you don't need to wait for the 2 to 2.8 second refire rate to fire the next shot.
