PS: I am NOT looking for vampiric weapon or vampiric upgrade. I am looking for weapon that has -1 hp regen malus on its inherent damage mod. And yes, they do exist and still drop.

You can't have a -1hp degeneration mod that is inherent. The -1 hp degen comes from the vampiric axe haft/sword hilt, and is and will always be an upgrade.
An inherent modification is like an inscription that can't be removed, so inherent mods can be +15% damage while health is above 50%, while enchanted, etc. or energy +5. Inherent mods are from Prophecies and Factions before the addition of Inscriptions in Nightfall.
So, the only way to get -1 HP degen on a melee weapon is with the vampiric prefix. And you can apply that upgrade to any base weapon. It also will come with up to 3 life steal for swords, axes, and daggers, and up to 5 for hammers, scythes, and bows.
So in other words, what you're asking for doesn't exist.
EDIT: I did some research and found out that, in fact, there IS an inherent +15%/-1hp mod. I apologize for correcting you.
