Lightning damage appearing as fire damage?

I have this staff, it says it deals lightning damage, but when attacking, it looks like fire:

Is this normal? How do I tell if it actually deals lightning and not fire damage?

You could cast Conjure Flame and see if you get bonus damage numbers. You could get a friend to scrimmage you; wand them while they try using Mantra of Flame and Mantra of Lightning and see which one gives them energy.

Put Mark of Rodgort and Iron Mist on your bar, and go play.

I noticed a similar effect with some EoTN universal staff skins when tied to Energy Storage, such as the Onyx Staff.

The projectile emitted by the staff is purple and looks exactly like a Chaos damage orb, yet it deals elemental damage (Fire, in my case, tested with Mark of Rodgort)

Theres a lot of old staves/wands from prophecies that have, I'm guessing, wrong animations that they never went back and fixed or realized, outdated and such..
