If it's not max with a strength requirement and you can't mod it, it's worthless. Non-max, low req. shields are sometimes useful for professions going /W or /P to pick up extra armor from a shield. Strength is a primary attribute, and a primary warrior is generally going to put enough points in it to equip a max shield.
