I switch to a 20% enchant wep when casting enchants which benefit with greater duration. I also switch to a -20% condition duration offhand sheild when applicable.
The mechanics of this from what i see is that you can cast w/ 20% enchant duration increase and switch off to a non +20% enchant wep and still get the increased duration. So it matters only when you cast the enchant, what wep you have equiped.
Now what about decrease in condition mods? I observed that you dont need to have the offhand/shield equiped but that the duration reduction only applies when you have that certain offhand or shield equiped. Am I correct on this? Lets say you have a -20% crip insc offhand when your cripped, if you go to another offhand you do not get the benefit of the -20% crip duration?

Basically, they are effected at the time of activation. For example, if you cast an enchantment with say a 40 second duration WITH a +20% Enchanting Mod active (equiped), the duration of the enchanment will be 48 seconds, and the total duration will remain that regardless of whether or not the mod is switched out. But if casted WITHOUT the mod it simply lasts 40 seconds. The same goes for conditions, if you have a mod with same -20% Cripple duration, and u get hit with a skill that cripples for 10 seconds, the duration will be 8 seconds regardless of whether or not u switch it out after being cripples, whereas if not equiped, it will simply be 10 seconds.
All in all, if u switch to the mod after the effect has been activated, it doesn't change, only if active when it takes effect.

Now lets say you get cripped you wait 10 secs and equip the -20% crip you get no benefit of a reduction? and your cripped for another 10 secs? or 8 secs?

It's really easy to test in Isle of Nameless. Equip skills that self-inflict conditions or apply them to foes. Carry a condition lengthening weapon, and/or put on a condition reducing offhand or rune. Record the actual duration and compare to the skill's listed duration.
Anyway, condition mods only take effect if they are equipped at the time the condition is applied. After the condition has been reduced or increased(at the time of application assuming the upgrade was equipped), you are free to change equipment. Changing equipment after a condition is applied won't have an effect on the duration.
If you have a condition lengthening mod and self-inflict the condition, it increases the duration on you despite the text of the mod.

If someone hits you with cripshot or something while you have the mod on it will be reduced. If you are hit with it then switch to your crip shield it will NOT be reduced. Just like enchants you have to have the weapon on when activating or getting originally hit for it to effect it.
