By "tanlent points," do you mean attribute points? The ones you distribute among your various attributes in the skills panel (seen by pressing K in game?)

If you mean those attribute points, then yes, you can adjust them. In a town or outpost, hit K. You'll see little up and down arrows by each attribute. You can push the down arrow to take points away and push the up arrow to add points, as long as you have enough attribute points available to raise that particular attribute a level. There is no cost for doing this, you can do it as often as you like. You can also do this as soon as you get points - it's not like you have to wait for a certain point in the storyline.

Just remember that you can only take points back in some kind of outpost. If you're out fighting (explorable area or mission or something) then you can spend points with up arrows but you can't lower attributes with the down arrows. The ability to spend them while fighting is really only used early on to let you make use of them immediately as you level up. It's not advised to go out to fight with a lot of unused attribute points.

Here's a link to wiki's article about those points. http://wiki.guildwars.com/wiki/Attribute_point

Hope it helps. Cheers,
Luny

1) Gw is not WoW nor is it like any other game
2) Yes you can respend them
3) Its Free
4) Use wiki alot, it helps
5) enjoy the game

Now, second profession is different. You either have to buy a different one after a certain point, or there are some quests. You can change any "unlocked" second profession at any time (ie. In towns of course). Again, use wiki when unsure.
