Okay, since a week back i've been rubberbanding like hell. Not just normal rubberbanding.
When i walk, i walk in slowmotion and after a few seconds i get teleported forward a few steps. Also i can use skills before they are even recharged (they are but i cant see they are). I also felt to play some basic PvP cuz i know i cant play any serious with this kinda rubbebanding. So i took my ranger to Random Arenas and was just going to D shot a skill in an open area. And what do i get?! Obstructed! I'll try again. Obstructed! i hoped it was just some random lag but i entered another match in RA, same thing happend and i got pissed and shut off my Guild Wars. This is a realy big issue for me and i basicly cant play anything serious on Guild Wars at all.
I basicly tried everything you can imagine (including reinstalling windows so theres no viruses/spywares etc involved). Post what you think it could possibly be! thanks! (dont be surprised if i tried it already tho)
added:
i see that my skills recharge slower (only what i see) but i can use them when they're not recharged
in HA we won when the timer was on 2:16 when everyone else had it at 0.
when i casted troll unguent when i was farming rajazan with my ranger i casted it and nothing happend

Wow it's still a problem? I remember it doing this all the time when I used to play over a year ago. It's not an Internet problem, it's a problem on Anets end.

I still have it, especially in Fort Aspenwood. It can be quite annoying when your Guild Wars client thinks that you are back inside the main base when the server decides that you were body blocked.
Small rubberbands I get all the time. Generally my character is a bit further on my client than on the server.
