Earth based Outcast staff. since these staffs does not drop often as inscriptables. the mods if its not. need to be as followed. Inscription (+5 energy) insightfull staffhead (+5 energy) and 20% longer enchantment.
The last two mods. is not a necessety. since i can aquire those myself.
