Its what people type to fill up the space needed to have a "complete" message on the forum, usually because they can't think of anything more constructive to type. A post less than 12 characters is not able to be submitted to a thread.

12 chars is used to make the post have the amount of chars required, although it's kind of dumb, considering it doesn't help contribute to the post, unless it's pure /signed or /unsigned
