is 7-20 dmg axe kind rare?

I just got a gold spiked axe with dmg 7-20. I know the max dmg for axe should be 6-28, but in pre-searing 7-19 axe does drop but its uber rare. So im curious that in post is 7-XX dmg axe also rare?

No, nonmax axes with a minimum damage of 7 aren't too rare. I think it's possible to get a 7-27 axe.
