This probably isn't the BEST idea but I think it's a little bit of a fix. I mostly play Factions PvP (since there isn't a 8v8 RA and HA/TA seem too coordinated/elistist for me) but there is a lot of leavers and leeches on the Luxon side due to how fast they can enter the "mission". What I propose is that if somebody leaves a match, players waiting in the outpost to join will receive a box that says "A game is already in progress, do you want to join?" and will start immediately. Some people just enter to leave or leave if they just don't like the configuration of the team which can really hurt. Maybe the same could be applied to people have been reported as leecher/bots and those who resign since they aren't contributing either and should be replaced. Nobody ever report but maybe this will motivate some too... many times the team knows we have a leecher but are too apathetic/lazy to do anything about it. Maybe they would report when they know they can get somebody better. (And yes, I know it would be abused, but there's potential for abuse for everything! And since I don't even see legitimate leechers/bots reported, I doubt innocents would be targeted unless they were trolling/griefing, but then that doesn't make them innocent).

You wouldn't know how far the game was in progress. It could have just started with the whole team reporting [known leecher] from the get go to get a replacement in there ASAP.
And about everybody resigning on enter for new people, they could introduce maybe a waiting period for replacement, like 10% of the round has to be over or such. And you would still be liable for hex when quitting. And about everybody doing it 24/7, do you really think people would hop game after game after game for a good team when you could be playing in the first place? You don't need a perfect party to win or at least play successfully and not everybody is born with infinite patience, especially when you know the arena is designed in a random way. No Monk, no Monk, no Monk, HEX... waits, No Monk, HEX.

If the whole team resigned then the other side would win anyways since loading times + that is a sign they'd lose anyways. But good point, maybe they could limit the amount of times that you can enter if you are seen quitting too much. Or maybe they could limit the # of people to 4 replacements or such. (that's just a number I pulled out of nowhere).
Lets assume that all goes wrong... whats' the worst that could happen? The game would go back to being like it is now, with less players players. At least you might have the opportunity to get a replacement when it's needed. If anythign else worse could happen I'd like to know though since I guess I can't think of much.

Saying CAP doesn't accomplish anything because it's just a word and doesn't fix the root of the problem. But good idea about what if people didn't want a person to join their team. Maybe each team could decide if they took replacements or not on the party list, and while clicking enter mission for others would be a checkbox for "look for already in progress games". That would be weird, you'd have a bunch of people maybe trying to get into random games if they can't find a group. I think people would want replacements though. By not taking them, parties are voluntarily handicapping their side (who would want that?). A bad player is even always better than a leecher or a bot.
