Does an elite kill in pre count for tome in post?

A friend who just started GW is going into post searing soon. He is going with a Ranger. I've never tried it but wonder... If Vatlaw Doomtooth is killed, both in pre and in the final pre quest, is Barrage now a skill that can be captured with a tome once he is in post searing Ascalon??

If you mean to ask if that skill is unlocked on your account, no it is not. You either have to capture it or unlock it in PvP for it to be available to learn via an elite tome

you have to already have unlocked the skill to get it with a tome.
like if he captured barrage on another char, then using an elite ranger tome would work
or if you unlocked it with 3k Balth Faction

To use a tome to get a skill, first it has to be unlocked on the account. To unlock a skill, you can either capture the skill from a boss, or use Balthazar faction (or in the case of some non-elite skills, complete a quest that gives the skill as a reward). To capture a skill, you have to kill the boss, then use a signet of capture before you zone out.

Just killing the boss isn't enough to capture or unlock the skill, so a tome wouldn't let your character learn the skill.

Elite skills are not unlocked by killing the boss that carries them, but by either using a Cap Sig on the corpse of that boss to learn the skill, or by unlocking it at the Priest of Balthazar. However once unlocked for on character, it's unlocked on your account and can be obtained by any character with an elite tome

You won't be able to get Barrage off Vatlaaw since you won't have Cap sigs until much further on in the game
