Your req8 tactics Shields...."decent common skin" is a useless description, sry to say. Rare skins will cost more. Moreover, it's mostly about your looking for an old school one or an incribable one. If oldschool, stats matter.

Wow, awesome. Thanks for the price checks. About the req 8 tactics shields...can you get them with inscriptions? Or would req 9 be the best you can find? Sorry if these are complete noob questions -- I took a real long break from the game and since I've return, I've done nothing but RA.

Req9 Tactics Shields with an inscription slot are as common as grains of sand
95% of all inscribable req8 shields are blue, ranging from a few 1000g to several 100k (remember a darkwing defender req8 blue inscribable going for a fortune).
5% are gold inscribable ones, even tho they only differ from their cousins in respect of their colour, their prices outdo them greatly.
