My question is probably more simple than the answer, (what fun would it be otherwise?)
The two Inscriptions mentioned in the title have +15 energy with -1 energy regeneration. Does the big boost in energy make these inscriptions worthwhile? Does the -1 Regen over power the boost?
It is a given that using more than one of these inscriptions in a weapon build isn't advisable. But throwing one of them into a weapon does look good.
What are the communities thoughts?

The inscriptions are meant for you to change into them temporarily for high energy in times of need to keep up energy intensive skills eg. attunement strip, attuned was songkai cooldown

-1 regen isnt a big deal in general situations, but as mentioned above, it's made to be used when 0 energy.

Swap weapon to +15/-1, cast, swap back to other set. Now you have the extra energy, but don't have the reduction in energy regen. As such using two 15/-1 is perfectly fine and has been done many times before; I'm not sure whom you have been talking to.

Never, ever, ever sit in a 15/-1 set.
Not quite sure how it could be considered a glitch you'll have to elaborate on that one.

I'm surprised no one's mentioned this before, but +energy is not equal to energy management. It simply lets you last a cast or two longer before you bottom out (which you very likely will considering you only have 2-3 e-regen).

And just nitpicking, but generally it's a "push of a key" for your high set (and a push of a key back), rather than a "click of a button."
I fail to see how weapon swapping, a mechanic anet purposefully built into the game, is a glitch. Quote:

All of my casters are set up with a no -1 energy set for f1, f2 has 1 +15 -1, and f3 has two +15 -1 for +30 energy in an extreme emergency.

My Necro with Assassin's Promise, Soul Reaping at 13 and 3 Discord heroes runs with 2 +15/-1 energy all the time. No energy problems at all.

@Arduinna, you most likely wouldn't have energy problems with a regular caster set either. There is literally no reason to sit in a high set when you could be sitting in a shield set instead.

If you open your inventory, you will find this novel pane that will allow you to use more than one weapon set. It's truly a marvelous idea.

Common Caster Weaponset Arrangement:

F1: Wand 20% HCT/20% HSR, Offhand 20% HCT/20%HSR (aka 40/40 set)
F2: Staff 20% HSR (fixed bonus)/20% HCT (Adept Head)/+20% enchantment (aka 40/20/20 Staff)
F3: Spear +5e or 10% HSR or 10% HCT/+30hp, Shield +30hp/+10AL vs. X dmg type (aka Shield set/Defensive set)
F4: Wand +15/-1, Offhand +15/-1 (aka Hi-energy set/Emergency Cast set)
