Improve hero AI for glyph of lesser energy

heros dont use this on recharge. fix AI so they do so.

- idc expensive or no expensive, i jus want them to cast on recharge, if they use it for 10e+ skills great, regardless i would like it if they would cast it on recharge. , cause they dont atm, and its like zzzzz,

I'd rather they use it before expensive spells than stupidly using it on recharge whether they need it or not.

I'd like it if they used on the more expensive spells they use most. Not tiny 5e 25 recharge skills lol

Elementalist heroes DO save glyph for more expensive spells. In fact they won't even use it on 10e stuff, so if you give them a standard BSurge bar, they'll just put up glyph and sit there doing nothing for 10 seconds. The trick works very nicely for Searing Flames bars though.

I've noticed that monk heroes tend to not cast ANYTHING while under the effects of GoLE. Although there are times when they would cast 10e spells. But 100% of the time they will NEVER cast 5e spells while under the effects of GoLE. This makes them almost useless for 15 seconds. Please fix this.

i demand anet fix this, because herowayin with heros that dont use glyph on recharge sucks. when u have to micro them all the time
