Is it just me..or is no one getting the Divination Bar when going into the Tangle to kill the Cipher..I've zoned a kajillion times, abandoned and retook quest..and still no divination bar...any suggestions on how to fix?

Did you turn off some options in your interface panel? I personally play with Dialogue 1 and 2 off, the bar you are talking about is Mission Goals.
