There is one unique green shield in NF that has that skin, so it still could be concept for darkwing defender.

There was a previous thread about this maybe a year or so ago. I think it was brought up to Emily, who stated that there is no model for this anywhere, and that she didn't know anything about it. She's supposedly in the know for this type of thing, so it is unlikely it will ever make it into the game.
Too bad, since it's an amazing skin. Adding it in secretly to the ZChest would be epic.
