How slow can you go?

I have used search and could not find the answer, but then again one of you maybe be able to direct me to the right area.

My question is:
How slow can one go via Snares(I.E. Imagined Burden, Ice Spikes, etc...)?

I seem to recall it being 70% slower but I am not 100% sure on this.

There are a few Elementalist snares that will slow your opponent by 90%...

pretty sure winters embrace and icy shackles are the biggest snare's with 90% reduction in speed

50% is the cap unless a single skill goes above it.

Ok, so the biggest one spell can do is 90%, but what about stacking them?

Would it still be 90% or would it be like the Speed Boost, where it caps at 33%(not saying this is the capp just an example) but some skills(I.E. Dash, Junudu Tunnel..etc...)?

So, does it cap or is it set at 90%?

Mind Freeze, Earthen Shackles, Winters Embrace, Binding Chains are all 90% slower. Icy Shackles is 90% slower if you're enchanted.

The snare stacking stops at 50%.

yea theres a rit one that slows you 90%, and theres Earthen Shackles (i think) that slows you 90% while on fire

Binding Chains. It's a PITA to get it cast on you as a melee char since the enemy AI is actually smart enough to avoid damaging you and thus let the hex go on forever and ever until your party can remove it. Jade Sea in HM is brutal... I just take a coffee break when an Irukandji lays eyes on my warrior . I don't like micro-managing heroes, and there are so many hexes in that place that the HH usually don't manage to remove it on their own.

Multiple Increased or Decreased Movement Speed skills will not stack above 33% faster or below 50% faster.

The only exception to this rule is if ONE skill exceeds that cap, then you will go over the limit. Skills such as Burning Speed, Dash, Juundu Tunnel will raise you over the 33% limit, whilst snares such as Mind Freeze, Binding Chains, etc... will slow you more then 50%.

I think 33% still holds. Look at the wiki notes for dash.
