They'll drop from weapons. Identify other weapons you get with an identification kit. If the current inscription on the weapon looks useful and can be used on that weapon, then salvage it off and put it on the new weapon.

Or you can buy them from other players.

Have a look at http://wiki.guildwars.com/wiki/Inscription for details on inscriptions

Remember that weapons with inscriptions do not drop in the Prophecies and Factions campaigns, aside from the Elite Missions in Factions, so if you want to go inscription-hunting, Nightfall and Eye of the North is the way to go.

Also, keep in mind not all inscriptions are able to be put on weapons. For example, some inscriptions are for shields, other are for focus items, etc. Any inscription you find on a weapon can be placed on any other weapon, so use that as a general indication.

Except that caster weapons are considered different from martial weapons. For example, you can't put an "I have the power!" inscription on a wand or staff.

But the wiki page Kamara linked to makes this all pretty clear, I think.

For a scythe, unless running some random, unique build, you will want very few different inscriptions. Most likely you will want one of these:

Stength of Honor (15% damage while health is above 50%)
I Have The Power (+5 energy)
Guided by Fate (+15% damage while enchanted)

But you will only get them by finding them or buying them from another player.
