As many of you who own Prophecies and Factions know, Factions has many skills which are similar to the ones in Prophecies.
Vampiric Touch = Vampiric Bite
Galrath Slash = Silverwing Slash
Etc, etc, etc...
Then Nightfall came out, and guess what? None of the skills were exactly like the previous ones (correct me if I'm wrong on that).
Though this may take quite a bit of work, the proposed idea is to have the Factions skills which are the exact same as the ones from Prophecies to be changed.
Yes this could be a rather pain in the ass, but still other than touchers wanting Vampiric Touch and Vampiric Bite, who's going to use Jamei's Gaze and Healer Other in the same bar? Factions needs some diversity in its skills.
ANET has already done a massive change to many skills (though some may beg to differ), and this could just be another side project.
Yeah, yeah, I can rant on forever, but I made my point already.

There was no real need in the first place to have duplicate skills, and ANet seems to have abandoned the idea of doing so, because they didn't create any with Nightfall.
With changing them, however, I can't help but think that ANet will create some skill of little or too much worth, and it would almost undoubtedly be a PvE-split skill.

That said, they could make the 'duplicate' skills something that is functionally very similar, but has some tweak to it so that it isn't totally identical. There are some Nightfall skills with this behaviour, for instance (ex. In a pinch, you can use Steelfang as a Galrath/Silverwing counterpart).
So... ambivalent.

I won't mind functionality changes for them, as long as the changes are not far away from the original.
For example, Teinai's Heat could deal burning once to each enemy that moves inside the Heat, while Searing Heat keeps the burning as end effect. Teinai's Prison could end if the enemy takes lightning damage instead fire, Teinai's Crystal could remove hexes instead conditions, and Teina's Wind could knockdown enemies casting instead attacking.
