Monthly Skill Statistics
Bristlebane
It would have been great if you could see an automaticly created monthly statistics of the Top 25 most used skills (PvE+PvP), as well as the Bottom 25 (PvE+PvP). This idea assumes devs already have statistical tools like this for private use, if not then this idea is not feasible.
MetalMan
this was done for monthly tournaments, if i remember correctly? they stopped it when people stopped being interested.
I severely doubt you can do it for the entire PvE and PvP, but for small events, like tournaments, i imagine it'd be possible.

Massive Impulsa
Yes, they used to do it, but the decrease in interest made them shut it down, and they started to focus on other things (hopefully )

Focusing on Bottom 25 Skills here:
What is they presented the Bottom 10-25 least used skills, and had one day of letting community give suggestions on how to bring the skills into play. (We know how guru people loves to do that hehe)
+ It would give a sense that Anet is do listening to it's community.
+ It doesn't mean Anet would actually use any of the suggested changes
+ Just a small change could bring the skills back in play, like reduced cost.
+ More skills in play gives more diversity to the game.

This could be how the devs choose functionality changes, I think, among some other things of course. I think this would be a good idea to release maybe once a month or something and make a thread so that interested players could make suggestions for skill changes.

They did have this it is just that they put to much time into it and not many people looked at it so they stopped.
