How to ferry

I am in NF right now and am almost complete with the game. Every time I'm in Kamadan I see people offering ferries to the consular docks. So, I decided to give someone a free ride and try it, but for some reason I couldn't. Do I have to be finished with the game in order to ferry someone?

Its a specific quest that teleports the party there

You ferry people to the docks while completing the quest "The Time Is Nigh".

Since you don't attck or do anything for this quest, you can take three others with you.

Once you've completed this quest (recieved reward) which it sounds like you have, you can't continue to 'ferry'.

Once your character crosses to the mainland (or accepts the experience just preceding the cross to the mainland), you can no longer ferry people.

For most people, they can ferry others only once because they wish to carry on with the campaign. However, some people try to keep a character, for a while at least, that will never leave newbie island. Therefore they can ferry others more than once. This character will probably get played eventually, though, since it is impossible to carry on with the story if they remain on that quest.
