those +15%/-1 can fetch a pretty penny, don't merch it. As for exact value, it's hard to say, but it is definately a high value item.

-1 hp regen weapon's are only wanted by pvp players, so they can quickly kill themself for a base-res. But only one handed's are used, since you would use them with a -50hp focus.
