Could anyone tell me the:
-Priority (as in should I hold back and leave another res do the job)
-Target ( Should it be front line, mid or back or any)
of these skills please

I'd say last priority, since you take out half your health. Also farthest distance possible, due to, again, low health.
-Resurrection Signet
First priority, seeing as it's fast and it gives 100% health upon res. It's good at any distance really (although as with any res, best done from out of harm's way). I'd use this if you're smack in the middle of a fight.
-Death Pact
This one's trickier. First of all, I wouldn't really bother using this unless you have high enough restoration magic. Also, there's many other conditions. You must have high enough health yourself (so back line, or farthest distance possible from harm), and you also need to make sure that ally stays alive for 120 seconds. Therefore, I would put this at last priority, such as when the battle is over. Only use it otherwise if there is no other res available, as someone who is already weakened from DP and not at full energy will be at much higher risk for death (and because of the skill effect, you'd die too). Used in battle, it could easily make the situation for your team much worse by being out of a rit with some healing capability (due to having restoration magic, hopefully). Yeah, try to keep it till the fight's over.

I'd say that, as a Rit, Flesh of my Flesh would be your best choice overall. Death Pact has that nasty 120 secs thing and Rez signet can only be used once (until recharge by morale boost, etc.)
Priority-wise, it may depend upon your role in the party. Rits are not generally speaking, front line players, so if you are playing some sort of mid-line spirit spammer or damage dealer, it would be good for you to be doing the rezzing so that the healers can concentrate on their main task. If you are playing a Resto healer, leave the rezzing to other mid-liners.
If you are waiting until after the battle to rez, then the only important issue is whether or not you need to "pull" the rezzed players, using Rebirth, etc.
