Since PvP characters are created and destroyed regulary, I don't think anyone really bothers with Makeover credits on them, right? Here's a suggestion:
As long as you have 1 or more available Makeover Credits, you can freely change appearance on a PvP character. Only difference is that it doesn't reduce your credits when you change it. This would still force you to buy from ingame shop, and you would have to reserve a credit for PvP for it.
NOTE:
Personally I would rather see this as a free feature but we all know that's not going to happen.

When PvP characters are created, they are level 20 and gain full access to every unlock on your account instantly. That being said they have no sentimental value other than actually keeping them for birthday gifts. Or if you were crazy enough to get Party Animal/Drunkard or any other character based title on them. But not counting pressies or titles, re-rolling a PvP character is a lot more practical than paying real life money to change their features in anyway.
I too would like to see this feature being free because....put simply it's a pretty light weight service, changing a polygon on your screen means changing your graphics on that character... but for anet's servers it's changing a word or small bit of code in your 500 KB character file -_-
BUT... Even though That is my opinion, heres why it isn't free and a good reason why. You can have a Tyrian character's face with canthan hair. This simply cannot be done at character select AFAIK.

Ok, it seems this forums is 99.9% PvE scrubs so I will tell you why changing the look of PvP characters costs the same amount of money as PvE ones. Because you can buy your PvP guys new armor skins, yes it's true it is not a myth. Of course that I would love for it to be free but..I can see why it costs (I mean fair wise, not developing wise...).

That's the REAL reason why they are charging for PvP makeovers.
It isn't something like ... I don't know ... because they can?

Meh.
I care about pretty in PvE - so if any changes are made regarding the makeover options, they should be applied to PvE first.
There are more important things to worry about than pretty in PvP.
