I have a lot of characters and quite a few miniatures. Some of which I like to keep specifically for certain characters such as my Lich and Necrid Horseman for my Necromancer and my Aatxe and Pig for my Ranger and the like.
I just bought EotN and started playing again after a 2 year break. I don't have enough miniatures to fill two characters' Devotion display but I do have enough to fill one's probably.
My question is this. Since the Hall is now account-wide, is there any disadvantage to me devoting my miniatures to separate characters and spreading them out as opposed to devoting them all to one character? In other words, is there any special reward I would miss out on for a chosen character if I didn't fill his hall but instead just filled the account-wide hall?
Hopefully that makes sense.

Nope, if you dedicated minipets appear in every character's Hall of Monuments. So there is nothing any characters are missing out on with this monument or any other monument. Not sure how Kind of a Big Deal works with HoM though, since I don't have any characters with that yet.

Honor displays the statue for the character with progress in KoaBD title track. Just tested on character with zero maxed titles in account HoM, and it does not display statue. Character with 8 maxed sees the statue. All the other monuments, including Devotion, are shared in account mode, and achievements displayed on the Honor monument also appear to be shared. Correct me if I'm wrong.

There isn't any disadvantage to having one character dedicate all the minis on his monument. Other characters on the account can still use the minis. Dedicating a mini is not like customizing a weapon, where only one character can use it thereafter.

Anet has been stating for a while that everything in the HOM will be transferred to GW2 (if it ever sees the light of day) on an account by account basis, so it doesn't matter which characters devote which miniatures (I usually devote my miniatures by class or by home campaign just for fun.)
The only area where I can see it make a difference is in the honor monument with the KoaBD title track, since it's still tracked on a single character.
On that note, is anyone else a little bit disappointed /w the last content update? The live team expressed concern that players felt discouraged from playing more than one character, so what did they do? Did they make KoaBD account backed, tracking every unique title earned across all chars on a single account? No, they just gave us a functionally gimped HOM update that didn't even address the issue at hand.
I was so sure that Anet would actually have a meaningful update that I went ahead and maxed Norn and Asura on secondary characters.
Joke's on me, should have spent that time KoaBD grinding my primary.

Players expressed upset at the idea that to be able thansfer [whatever] through to GW2 they would have to max their HoM (including KOABD) on each character they wished to gain benefit from.
With the change of the HoM to an accountwife setup, KOABD only needs to be maxed on one character to get its effect for the account. This is not the same as what you're after, ie combining titles from different characters to make an accountwide KOABD. Personally I'm happy KOABD remains a character specific title. It is, afterall a title intended to highlight the ablities of one character (and I'm sure there'd be many who have already managed that who would be up in arms were it change to be achievable by using multiple characters)
What the HoM change has brought is the ability to combine a number of different achievements from different accounts together ie 3 weapons from one character, 2 achievements from another, 4 armor sets from a third, and so forth
It gives the OP the chance to have minipets dedicated to specific characters, yet to have the total number of minis counted toward the account's [whatever] to carry through to GW2
Much better than having to get all those minipets, oe weapons, or armor sets for each character
