There are a lot of good reasons why it shouldn't be done (infamous PvE solo builds for one) but to heck with it, yes. Because if they let one day for PvE skills to slip in everyone will realize through experience why they should only be for PvE.

They made the PvE only skills PvE only for a good reason.
