Is there a dye combo to match both sides of the norn woad to be that shade of white? Or at least close enuff to not tell the difference?

I'm not sure that one side of the woad is white. I know it looks that way in the wiki pictures, but when I see it on my warrior, it's not - it looks coloured on one side and clear (no change in flesh tone) on the other.
Anyway, if you're going to spring for a woad, you may as well spring for some white dyes too (and maybe silver), so you can try it in the dye preview. (after you see if it's actually white on one side.) I'd start with 2 whites and a silver and maybe a yellow.

Not sure, but when I get home from work tonight I'll play with the dye preview and see if its possible. I know from the Wikia pictures that White gives a silvery color, and Silver a green/grey color. Will definitely take some mixing, but if I can find something I'll post a screenshot for you. If it matters, I only have the Highlander Woad on my female Paragon.

Looks like there isn't a way to make it the same color. The closest would be plain white dye as adding more dyes will make it darker (no matter what the color). I've included an attachment with White, Gray and Silver dye which would be the ones that give the closest to what you are after...and well they don't ><

That is because you probably have a male warrior.
For males: One side is coloured, the other side is clean
For females: One side is coloured, the other side is sort of white.

I don't think this colour can be reproduced, because (like all gwen headpieces) they dye like crap. specially silver make things look weird, like you can see in the image posted.

I played around with it for about 15 minutes and decided there really wasn't anything closer than 1 white offered. I even tried mixes of things like purple and orange, as some color combos on some armors will give strange results. Nothing, however, gives a color to match the 'white' side of the woad.

Actually, no, it's a female warrior. But it turns out to be a matter of lighting. I can see the white best in open daylight areas of the game, but not so much in the Guild Hall, which is where I was when I first looked.
