Earlier today, several of Guildwar's Servers were down temporarily.
This only affected you if you tried to load into the zones/Had a character in the zone.
If any of your characters are in the zone, your entire account will lock up, and you wont be able to go on any char.

Hmm, amusing notion that they would have servers specifically for Guild Halls...
I always assumed that all GW servers were capable of handling any zone, any outpost, or anything... From a server resource allocation standpoint, it wouldn't make much sense to dedicate servers to specific uses, but I suppose it could happen.

But as for this problem, last night I was getting crazy lag spikes on and off for a few hours. But I never got kicked.
For anyone having issues. I fixed mine, so hopefully it'll work for you.
Uninstall Guild Wars completely/restart your computer/go to the official site and download the client/install it. It worked for me.
Now I did a uninstall, not reinstall. So I'm not sure if a reinstall will do the same thing/work. Hope this helps.

In most cases it'll always be the same IP.
