eternal shield question

So i got a purp eternal shield q9 str with -2 dmg (while enchanted)

can I add a "of devotion" mod to it to make it +45 hp while enchanted.

and if I could how much would it be worth? And how much would it be to buy the mod?

If the -2 damage while enchanted is an inscription then you may add a shield handle of devotion to it if you so wish, if it is not an inscripton then I am afraid you can not modify the shield and it is merchant food.

Oh. It's not an inscription but it came as part of the shield. So I can't make it an Eternal Shield of Devotion? Lame.
