There is a red bar just below the tabs that say Home, Forums..etc. Click UserCP on the far left of that red bar. Then you will see a lot of options on the left side of your screen. Edit Avatar is the option you want.

I recommend getting a file and saving it, then cropping a picture with an editor or using paint to re-size the picture size, instead of finding from a URL. It's kinda tough to find small pics.
