Hey, so I recently found this screenshot which interested me because of its custom UI, here it is :

Now Im wondering, how did the owner change all the design of his interface, I mean, there are different frames and different colours.

He has adjusted it ingame in the ingame options and then changed how it looks with a program called texmod, just type texmod into the search on guru or into google and you will find out a lot about it.

Looks like he is using the Glazed UI Mod. It uses Textmod. There is actually a place here in the forums, I believe under community works, that has a list of mods that you can use. You can get Textmod from the GW Wiki site as well.
As for the position of everything, in your options menu ingame, there is section that allows you to fully customize your layout.

Thank you, in fact I knew how to place the frames in the Menu - Options, but I didn't know that there were custom UI mods like those.

To change the colors and outlook of the group party use TexMod. You can find it here on these forums.

From that article you can soundly and safely know arenanet won't ban you for using it, even though they don't support you if you "break" your game. Texmod is also safe because I have been using it for over a year or two and I haven't had any problems/hacks/viruses.
TexMod does not modify your game. Infact, Even when a mod is running it does not even touch your game, it lives within DirectX and your memory.
