i was just thinking that cleave is meant to be a high damage spamable skill, the problem is that its spamibility doesn't make up for its like of spiking ability in pvp. so my idea is to change cleave to something like this...

Elite Axe Attack. If this attack hits, you strike for +10...26...30 damage and gain 1 adrenaline.
by adding the gain adrenaline clause it allows for more spamming of cleave along with spamming of the other skills used in its "mini spike" (ex: dismember).

I'm not sure if we need a "Dragon Slash"-esque skill for Axes, as for my suggestion...
The skill closest to Cleave in functionality is Executioner's Strike:
Increase the damage to +10...34 (the same as Executioner's Strike) and give it a 1 second activation time: there's the low-cost spammable skill you're looking for.

the thing is, why use cleave, when you can use whirling axe? sure, whirling axe deals less damage, but it does something useful on top of it.
