question about factions

ok i jsut did boreas seabed mission and when i go to take the quest city under attack it dosent even show the quest ive looked on wiki and cant find and reason for it not giving me the quest
any ideads?

You get the quest after you beat Boreas and spawn in Zon Shivros Channel from the Imperial Herald.

Objectives

* Find Master Togo at the city gates.
* Learn what is going on in the sewers.
* Speak to the emperor in Raisu Pavilion.

Tell me if I'm missing something, but I'm thinking maybe you were looking in the wrong area.

i know i did the mission but when i went to imperial herald he didnt offer a quest

It doesn't hurt to do the mission before again, just to be sure you didn't miss anything or something went wrong or anything.

If all else fail, you could try your luck with support.

Not sure if this would help, but do you have any other Factions primary quest in your quest log?

Did you claim the quest reward before doing Boreas? I don't know if that changes anything. You know, the one from the previous primary quest.
