dryad bows being non max?

the very first one i bought i didnt pay attention to the damage and found out later, but yea i still got 145e off it after paying 115e lmao. the fact that it happens so much and only to this weapon is very weird

Does it amuse anyone else that we've moved from "no inscription slot!" to "not max damage!" as the complaint of choice?
If we fix this, req is next, right? Make all items drop req 9!
The broader issue is that randomized drop systems are lousy. Hopefully GW2 will introduce something superior. The drop assignment system was a very positive innovation.

ive noticed this a lot in gwen items but since ive never gotten anything super rare anyway, it hasnt bugged me. ive seen a lot of HM end chest daggers being 7-16, hammers being 18-35, swords being 15-21, and bows at 14-28. most of the ones ive noticed have come from cathedral of flames(i get runs while doing homework) but that could be because it is such a consistently farmed place. the ones i have noticed not being max are platinum bows, notched blades, stilettos(daggers). also the one hammer i got a while back wasnt max, sadly it was a wingcrest maul.

Honestly I've never seen anything non max from EoTN chests except bows, it's really popular for bows to be 14-28.
Even still, In hard mode that should entirely eliminate this if you ask me, I'm not surprised at non maxes in normal mode.. but hard?

Damage is not directly connected to or based on requirement. There's no such a thing as guaranteed max - a q12 bow dropping from a high end chest has the same chance of being 14-28 as if it was q9. I've seen the 1-off bows/hammers/daggers drop from high-end sources with any req 9-12 (can't remember seeing a q13 one but it may be just my memory)
Item stat generation is done in a different way. I won't get into details here but the only thing that really matters is the drop source's level, which gets increased by item's color modifier and at least 1 random modifier and then the req and base stats are generated from that value, separately from each other.
