Pvxwiki is a good resource for ideas, but don't take their ratings to heart (not everything marked "great" is really so great), and virtually every bar up there has to be tweaked.

Considering you don't have many skills unlocked yet, I'd recommend against visiting PvX. Nearly everything there requires elites from X location with Y weapon type and set. Instead, just alter your hero builds to cover the blindspots in your main's build. Don't forget those Hero Skill Trainers, too. They generally provide good stuff for the areas to come.

Best money I ever spent, other than buying the game itself, was to buy ALL the skill unlock packs. Cavaet - only buy packs for chapters you own.
The rest of this message assumes you own all 3 and EoTN.
1) All heros and all PvP characters, on the account with the packs, have access to every possible hero and PvP skill. Hence all possible builds, if you can afford the runes, insigs and weapons.
2) If you own a chapter, even if you do not yet have access to it for a particular PvE character, you can use a tome to learn a skill from that chapter. So once you get your account rolling you can give your favorite elite or regular skill to a new toon, as soon as it has access to the Xunlai chest (example: your Prophicies toon could get a Factions or Nightfall skill as soon as it gets to post searing Ascalon, etc.) , or sufficient gold to buy the requisite tome. This tome trick will work across chapters for any unlocked skill, packs or no packs.
Well hope that this idea helps.

1. providing the info on which chapters you have.
2. how far in into a selected chapter are you. (Since heroes get to use skills unlocked per account - you just need to provide this info for the guy that is furthest down the storyline.) This enables us to tell you which elites you can cap or which skills you can buy from hero trainers/skill vendors.
3. do you WANT to run Koosy, Suzy and Dunks or can/want to run other heroes.
4. what class YOU want to use the heroes with.
5. you're probably going to have to spend a few k gold on skills - so if you don't have enough money to waste, share that so that we can tell which skills you should waste the money on and which skills can wait a bit.
6. do you have any open slots. For instance - if you have Factions, you can create a new guy, do the first few quests on him - and that will unlock a number of skills. And then you just delete him. You should earn some gold and get some skills unlocked for free. Win - win.

You'll get them gradually as you progress through the storyline. There are a few you get from side quests but it's unlikely you'll miss any (the quests are not hard to find).
