i would consider not paying for runs scamming, and by anet policy scamming is a ban-able offense.

Supposedly, reports/complaints to Support about an account accumulate marks. Eventually, the account gets a temp block which if the poor behavior continues the blocks get longer. The "Rules of Conduct" have this as the first item.

No, their is nothing saying that not paying is a scamm but when those who run the players that dont pay and end up Picking them apart in local chat that could get your own self a ban. So before you start your dungon make sure you have seen everyone's gold and make sure to pick a spot during the run to take money before completeing it.

Actually, that is exactly what a scam is. Someone offers you a service, and you bail out on them without paying. Which in turn, is a scam.
All in all, someone can get banned for scamming only if Anet sees fit to ban them. Basically, you can /report them for it all you want, but it all falls on Anet to do a check and process it to find out if the person actually scammed you in the first place.
This. Always make sure if you are doing something (run etc), that you check for money up front. Then pick a spot in the dungeon/run that will basically make the run useless unless they pay at that point. Then collect your fare, and finish the run/dungeon.

Akila please note that many runners build and share lists of people that do steal thier services and will not allow them in thier parties after the first or second time. I maintain a list of everyone that I have seen defraud a runner and will happly warn the runner when thief joins the party.
Opinion: Only a dishonorable rat would even think of defrauding another player this way. I wish ANet would Perma-Ban thiefs on the third offense. I will not accept any excuses for this kind of behaviour in my guild, and will happly kick any member that does it a second time.

No. A.net has never banned for failing to pay for runs.

Is it a scam? eh, yes probably. Will they get banned for it? eh, probably not.

ANet does not support runs and you take the risk of not getting paid when you run someone, I believe that is there stance, or was.

Correct. ANet now fully supports getting ran through the game without playing, and will ban people who don't pay their 'runners'. I know what you're thinking, "what a bad f^@*ing joke", right? Since i don't wanna be the one to QQ i'll make a long story short, disconnected during run paid anyways still got banned.

Anyways, yes i think it is a scam and people who refuse to pay are indeed scamming the service provider, it's pretty obvious and to doubt it is illogical. But think for a second, apart from the gentlemen who i just quoted, i have not heard of Anet willingly or actually be bothered to temp ban someone who chose not to pay for a run.
Anet, originally, made lengths to stop actions that they saw as against the ideas of GW and it's mechanics. Such as farming and running. and so took it upon themselves to force AI to scatter for AoE and make certain runs harder, such as the Droks run (before Nightfall was released and SF was originally buffed.) which then required greater skill and a partner. So from that you would think that they would not both with illicit scamming for dungeon runs because they wish for players to play the game their way.
But you can look at it inversely and say that when have Anet even bothered to ban people who have scammed in general? The marks system is horribly long and people such as leechers will take a long time to receive a 3 day ban.
Yes i think scammers should be dealt with. But i don't think Anet will implement this further than what they are doing already.

Just Contact The Runner Straight After And 9/10 Times They Will Run You Again For The Original Agreed Amount Of Gold...
On The Other Subject.. Deliberate Run Scammers Should Be Perma Banned On 3rd Offence.
