I'm not suggesting HOW it will be changed, that's not to me to decide. But it is quite useless. 10e, 3/4 cast (not bad really) and 30 recharge!
Not to mention you cannot cast spells for 15 seconds, and the puny 1...3 seconds of the foe not able to cast anything? Wow....that really hurts lol
It's an elite skill, it should have a good effect, not a low-end basic skill effect.
Anyone care to come up with a nice effect maybe?

Balancing a game with 9 skills is easier than balancing a game with 10 skills. Once an acceptable level of balance is achieved (at the rate support is going, it won't be) then bringing more skills into the game is acceptable. Is this concept really so foreign to people that this same question has to be asked over and over again?

Ok, but 3 seconds isnt even funny, its just so low. It's not even use-able, not balanced, not OP, but so incredibly bad that its not even use-able in PvE, wich is where this skill should belong more than PvP, so whats the problem with making 2 different versions?

Totally broken skill . Its a hex spell so it can be removed but you know cough cough "smitters boon" cough .
Lower recharge to 15 and 5 energy .... even so , black out is still better but at least is not a BS elite .

Reducing the recharge isn't really going to make it much better. If you want it better, you'd have to increase the duration, which would make it overpowered. There are some skills that are better left dead than useful, from a balance perspective. This is one of them.

This is just one of those skills that screams bad design when you read it. There is no way to actually put this in without making everyone run it for lols imba.

It will need a functionality change, you can't adjust only the cast time/recharge/energy cost without making it imbalanced or underpowered.

Peubert took my post, I was going to suggest a function change. Either that or make a PvP and PvE version. Atleast the PvP version can remain broken while some PvE'ers can actually use it.
