Unless you have a runner that has completed EotN, you can't get a run to doomlore, meaning not all towns =[

The gates leading out of Ice Cliff Chasm are closed until you have been to the HoM and obtained Gwen as a hero, though you don't have to have her with you after that. Doomlore Shrine is closed until the "Dawn of Rebellion" quest is completed. Other than that, all explorables and outposts in EotN are freely accessible.

The problem is not that I did not read the whole message. The problem is I do not understand how to figure out what is explorable and what is not. After Factions and Night Fall I have trouble figuring out where I can get runs to and from. Sorry for asking a question that would help with my confusion.

"Explorables" are any place where the legend "Explorable Area" appears on your screen when you enter it. Basically everything that isn't an outpost.

EotN is more like Prophecies than like Factions or Nightfall. There are no "mission areas" that later become explorable areas after the mission is completed. All areas are explorable from the start.

You must open the gates between the Ice Cliff Chasm explorable and the Norrheart Domains explorable by going into the HoM, speaking to Gwen, and looking in the Scrying Pool. Once those gates are open, you can freely travel to any explorable area in Norn, Charr, or Asura territory. No further quests are required, even to pass through the dungeons that must be traversed to reach parts of Asura territory. You may freely enter any outpost in those areas, with the one exception of Doomlore Shrine, without taking any quest.

The only places where quests are required are the dungeons and the areas where the two final primary quests take place ("Destruction's Depths" and "A Time for Heroes'). You can enter the first level of all dungeons without a quest, allowing them to be used for travel where necessary, but you won't be able to get the keys to open the dungeon locks to other levels unless you have the quest.

So a run from Sifhala to Tarnished Haven is possible. There are also many runners who go from Gunnar's Hold to Rata Sum, with stops in Olafstead, Umbral Grotto, Vlox's Falls, and Tarnished Haven.
