Would help if you told us your character class and which campaign you are starting in. There are a lot of pets.

http://wiki.guildwars.com/wiki/Main_Page and search for pets to see a lot of general info on pets.

http://wiki.guildwars.com/wiki/Charmable_animal will show you pets by location in the game.

...but to answer your question, you need to be a Ranger as your primary or secondary class.

If your primary or secondary profession is ranger, somewhere at the start of the game you should have received the skill "Charm Animal" (either doing a quest or talking to a npc) which you can use to charm an animal.

In this wiki page it's explained how to obtain that skill:

Hey runescape!! welcome to the world of GW. GWwiki is a great resource that really answers any questions you might have. Its an great clearing house of information on all things GW.

I noticed you posted six times in your first couple hours on the forumns. There are ALOT of very helpful folks on this forumn, but dont be afraid to look some of this stuff up.

All the answers to all your questions are out there just waiting to be "searched".

Another fact: If you have created a PvP character with a primary or secondary as a Ranger, you do not have to go and charm an animal. You can put charm animal in your bar and you will instantly have a level 20 pet Wolf.

That PvP character can, also, charm an animal from your menagerie, as far as i know.

How - you use the skill "Charm Animal" which is a Ranger skill. Attack a pet so it "turns red" and then click on Charm Animal and survive long enough for CA to work. Once you have charmed the pet, it will travel with you whenever you have "Comfort Animal" in your skill bar. You can name your pet using /petname.

When - whenever.

Where - there are charmable animals in almost all areas of GW.

You don't need to be a particular level.

You can only have one pet at a time. If you want to change pets, go see a pet tamer, such as the one outside Ascalon City. He'll take your current pet and then you can go Charm another one.

you can obtain them as low as lvl 1/2 iirc. to obtain a pet you use the skill "charm animal", which requires you to have ranger as either your primary or secondary profession.

As you guys have mentioned the pet (the one used for fighting) I'll mention the minipet. It can't be used for fighting, instead it is used as an adornement and a show-off by players. They are shown in towns and outposts.

If by PvP areas you meant actually inside arenas/GvG/HA etc, then no. They are not allowed. I guess it's because its distracting and confusing, since they do not attack and can hold an odd imballance just by putting players off.

But as already said, they are allowed in the PvP area outposts/towns.
