PvE characters must learn skills, which is different from unlocking them on your account.
Same with wisdom, that is only gained by using an ID kit on rare items.

If you happen to have 290 Elite Tomes to teach your character all the elites, then yes. Otherwise, no.

When you buy skill packs, that means that your heroes can use it and you can use it when you play pvp chars. In your pve chars, it doesn't have these skills, it does not apply to your skill hunter title. Your pve char must have those unlocked skills, you will have to cap it from mobs or use elite tomes to get it.

There is a difference between unlocking and learning/capturing. The Skill Hunter titles are based on a CHARACTER (not an account) capturing all the elite skills for a campaign. The Skill Pack you are talking about simply UNLOCKS the skills on the account, it doesn't teach those skills to a character.

Are you asking if a PvP character would get the Skill Hunter title maxed? If so, then no. To max the title, you have to have an individual character acquire all the elite skills for a campaign. Since PvP characters can't enter PvE to kill the bosses and cap a skill, they would have to use an elite Tome. However, since you can only use a Tome to learn skill unlocked on the account, this is pointless. PvP characters already know all skill unlocked on the account. So when you went to use the Tome, it wouldn't work. And since the PvP character didn't learn the skill (capture it) it wouldn't count towards the title. Many titles are PvE only, this is one of them.
