I'd say it's merch food. Strength is a primary attribute, so it's of no use to characters /w a warrior secondary, and there are few situations where a warrior would benefit from setting str that low.

No I sold a same one for 8k. Just keep it until you find someone who need a req specific shield. Not many of these people but they exist.
