Where to unlock some nice skills for my E/Mo

As the title says, I am on factions, level 14.

If you have already completed the Elementalist Insignia quest (from Headmaster Vhang) and the quests from Instructor Ng (like Disruption, Snaring Course, etc..) then you can unlock skills only by buying them.
You can buy new skills at Shing Jea Monastery and Seitung Harbor. Then, after Zen Daijun, when you arrive on the main land, i suggest you to travel to Kaineng City, where you can buy a lot more skills.
If you can do PvP, however, you can unlock skills spending Balthazar Faction points.

If Factions is the only game u own u will only beable to unlock Faction Skills with Baltazar points.

I'd say that EotN really is a campaign, and it comes with some nice skills.
However, if you want to learn a new skill, check gwwiki to see where you can get it, http://wiki.guildwars.com/wiki/Ele
If it isn't anywhere close to where you are (late campaign or something), consider getting a nuker build (or roll a PvP ranger and make a trapper build) to farm the zaishen elite, this will net you a decent amounth of 6k balthazar factions per day, and it just takes about 20 mins to get it. Then you can unlock the skills you want and then be able to buy it at any skilltrainer from the corresponding campaign.

Go back to Tyria(Prophecies )and do your skill quests if not Tyrian do the quests from Lion Gate onwards as for the others(Factions and Nightfall) buy them.You will have to cap elites.

EotN is not a campaign (according to what it means in GW) because it requires you to own one of the other three games (Prophecies, Factions or Nightfall) in order to play it: it's an expansion.

Okay right, I am going back to fire now form lightning because I got bored of it, but the thing is, I don't have many fire spells and they cost alot to get, any easy ways of earning money?

It's against the rules to ask how to earn money... anyways, as I said, do the zaishen challange, and when you've unlocked the skills you want, and have left over factions (at least 5k) go to GtoB and talk to Tolkano and buy a zkey and then sell it to a player for 4k.
4k in 20min is a good profit.
Remember that it will be a lot cheaper to get the skill via balthazar factions --> tome, than balthazar factions --> skill trainer. But cheapest of them all is to buy them from a skill trainer for less than 1k.
bf=balthazar factions.
If 6k bf (a zkey) is 4k gold, then 4/6=0.666 which means that 1 bf is worth 0.66 gold, 1000bf=666g.
The conclusion is, that if your tome (the ele one) is cheaper than 333g, then you make a profit learning skills the bf-->tome way rather than via skilltrainers.
Acording to a tome PC guide (http://www.guildwarsguru.com/forum/s...php?t=10236961) is ele tomes 200-400g, which means that you should aim for cheap tomes and the bf-->tome way.

About EotN not being a campaign. In the manner of having to be stand-alone, it is not, and therefore is it classified as an expansion. But the content is as good as any of the campaigns (this is ofc an opinion question and the answer is different from person to person, but IMO is EotN as good as the others).
