Does anyone know why would a Factions character be unable to pick up Report to the White Mantle or any of the other Primary quests in Prophecies?

They are unable to receive a reward for or pick up Chaos in Kryta.

Chaos in Kryta is the quest that takes you from Factions to Prophecies - I fail to see how they would not be able to pick that up if they're already in LA.

In Factions:
Obtain mission from Guardsman Chienpo in Kaineng Center.
Speak to Mhenlo at Bejunkan Pier.
Arrival in Prophecies:
Speak to Lionguard Neiro in the foreign administration center and gain entrance to Lion's Arch and the lands of Kryta.
Speak to Firstwatch Sergio, captain of the Lionguard, to inform him you have arrived in Lion's Arch.
Obtain mission from Guardsman Chienpo in Kaineng Center.
Speak to Mhenlo at Bejunkan Pier.

The character has spoken to all the npcs dealing with any of the quests to get over to Prophecies and none of them will hand out a quest or reward.

There are none of those quests in the quest log and nothing that seems to have possibly compromised the quests.

Did the character ever have Chaos in Kryta or did he/she get ferried to LA via Kamadan?

Darcy hit the nail on the head I think. How did you get to LA? You must have taken a quest from Kaineng or come the long way round thru Kamadan. If you came from Kamadan then return to Kaineng and see if you can pick up the crossover quest for factions characters to reach LA.

I do not know how this character made it to LA. I have also checked NF to see if the character could pick up the quest to get to LA from there and no luck.

What I know is that if you have a Factions character who was somehow ferried to LA without taking Chaos in Kryta (via Kamadan or teaming up with someone in Kaineng who did have the quest), they can no longer pick up said quest from Guardsman Chienpo (source - http://wiki.guildwars.com/wiki/Chaos_in_Kryta). That said, it still does not explain why the character in question cannot pick up any primary quests in Prophecies as none of them have any prerequisites. Grafin does not know the means the character took to get to LA because it is a guild member who is having the issue. We had found out about it recently when the person arrived at Droknar's Forge and was looking to pick up Seeking the Seer from Captain Hugo Bronzebeard, who would not give the quest (which does not have any prerequisites).

Oh ok... well it seems like he is boned because you'd have to have picked up the Chaos in Kryta quest to make Report to the While Mantle, available. Contact support I guess and see what they can do for you, otherwise you are pretty much boned.
