Would a +15 Energy -1 regen fire staff be a sufficient weapon?

The -1 regen is a bad idea for your routine weapon, IMHO. Especially for a ranger, who doesn't have four pips to begin with. Weapons with that stat are best reserved as a swap for emergencies, when you need extra energy right now for a last-ditch effort. I think a regular +20e staff (Insightful head, Hale & Hearty inscription) is your best choice.

really I need a +5 energy sword or axe, any ideas were to get one?

Craft a inscribed weapon, buy a Ihavethepower inscription

or just buy a totem axe. pretty cheap nowadays

You can get inscriptions from other people selling them and Totem Axes are green axes that are dropped by Root Behemoths in The Falls.

Sell drops you get in explorable areas - you will have 6k in no time.

or if you are far enough into the game, some areas/missions have decent farming areas (elona reach comes to mind), where you don't HAVE to have certain equipment to farm efficiently, and you can make good beginner money there.
