Is it worth to buy GW1 when there an upcoming GW2?

Yes it is. Guild Wars is a very good game, so even if you know the sequel is coming, it is still worth it to play the original. All three games plus the expansion are relatively cheap and you are able to squeeze a considerable amount of time out of them. Arena Net hasn't announced a release date for the beta or the actual game, so you still have a good years at least before playing the final product. Plus, you would probably understand the story behind the second one if you played the original.
You might read some people state the game is "dead", which is completely false. The game is still crawling with players. Those are just the people who have been playing since the original beta, which is obviously understandable, seeing as that was over four years ago.

IMO, GW2 is made to appeal to a wider audience than GW1, there's no guarantee that you will actually like the original.
The only real selling point of GW1 to a person interested in GW2 is the Hall of Monuments which allows you to transfer accomplishments, but since there isn't really any information on the benefits of those accomplishments, there's no way to tell you if the bonuses will be worth it.

If you create a lvl20 from scratch, it will be a PvP only character, and you can't play the storyline content with them.

If you're new to the game, you'll want to play a character from scratch (Role-Playing character instead of PvP only character). Through PvE (Role-Playing), you'll unlock lots of skills that are necessary for making a viable PvP build. Plus, RP is very forgiving of mistakes, whereas PvP you're dragging your teammates down if you don't have a grip on the game.

PvE characters have to either earn them via sidequests, tome them up, buy them from skill trainers, or capture them, regardless of whether they've actually unlocked it before.
PvP only characters have easier customisation of gear and skills, you simply unlock it by spending some balthazar faction (eanrt in PvP battles) at a priest of balthazar. Then anytime you want (except in battle) you can open up your equipment panel and change it, whereas PvE characters would have to have multiple sets of armour, or end up spending alot of money changting their runes etc all the time.
As a PvP character you also have no resrictions on how far you need to get through the game before buying certain skills, allo are availiable to purchase with balthazar faction from the start.
