How do I get these quests skills (urals/battlestandard)

Hello GW guru community;

I recently traveled to the battledepths and outside of longeye ridge and the npcs that give the quests with "by Ural's Hammer!" and "Ebon Battlestandard of Honor" weren't there.

It's easy to assume that this is because of the many quests that I have not finished. But I was wondering exactly what all I need to accomplish in order to gain access to these npcs/quests, having done very little of the EoTn missions at all. (I bought the game to access farming areas/skills and will play through it when I have patience for that)

A.K.A., do I need to do the primary quests to a certain point before I can do the npc's quests that will get me to the skills.
