I got 6 shiverpeak keys. They're worth 1.6k each if i sell them to a merchant.

Sell, lockpicks are more worth it, in my opinion.

The chances of getting more than 1.6k from the chests is slim to none - you would basically need to get a Major or Superior Vigor off of a piece of armor from the chests. However, the more chests you open, the better your chances of salvaging upgrades off of items without breaking the item, so it's really a personal decision - do you want money now, or better chances of keeping your items?
EDIT: wait, 1.6k each? Shiverpeak keys would sell to the merchant at 300g. You'd have 1.8k if you sold all six of them.

i would sell them, only because i dont do a lot of salvaging anyway.

It really depends on what you want to do. If you are going for Wisdom or Treasure Hunter (I believe Shiverpeak Chests qualify as "high-end"?), use the keys, so you can get points for those. If you just want the cash, merch 'em, because they're probably worth a lot more than what you'll get out of the chests.

Or you could choose to do it for titles.
Although, if you're going for titles I'd recommend Lockpicks because that way you can get Lucky/unlucky points too.
Even though the drops may not be good, they are inherent; so good ones are worth far more than a key.

I would use, definately. +6 Treasure Hunter and a small chance for an exceptionally nice drop is fun.
